Estimados Miembros de la Industria Turística,
Hoy, la Hon. Wanda Vázquez-Garced, Gobernadora de Puerto Rico, firmó la Orden Ejecutiva 2020-023, con el objetico de contener el impacto de COVID-19 en Puerto Rico.
A continuación una guía sobre la aplicabilidad de la Orden Ejecutiva en operaciones turísticas específicas.
Aeropuertos: Permanecen abiertos para viajes de entrada y salida. Los ajustes en los itinerarios de viaje quedan a discreción de cada aerolínea, de acuerdo con las restricciones de viaje, según lo determine el Gobierno de los Estados Unidos. Las operaciones habituales en el aeropuerto no se ven afectadas por el toque de queda. Los pasajeros que lleguen o salgan de los aeropuertos después del toque de queda podrán transitar hacia y desde sus respectivos destinos. Las operaciones minoristas dentro del aeropuerto estarán sujetas a las mismas regulaciones que las del resto de la isla, permitiendo que solo las empresas esenciales permanezcan abiertas. Los restaurantes y establecimientos de servicio de alimentos permanecerán abiertos, pero limitados a aquellos que pueden ofrecer sus servicios a través de entrega. Dichos restaurantes podrán ofrecer sus servicios solo de la manera descrita anteriormente, y no recibirán público en sus instalaciones.
Fuerza laboral de la industria: La Orden Ejecutiva estipula que los empleados deben solamente transitar, desde sus residencias hasta su lugar de trabajo, después del toque de queda. Recomendamos encarecidamente que los patronos proporcionen una certificación al personal cuyos turnos se extiendan más allá del toque de queda, la cual puedan presentar a oficiales encargados de velar por el cumplimiento de la ley, en caso de ser necesario. Estos empleados cumplirán con las disposiciones de la Sección 3 de la Orden Ejecutiva.
Operaciones de cruceros: la bahía de San Juan está actualmente cerrada para barcos de cruceros.
Hoteles: Permanecen abiertos. Las áreas públicas y los servicios de los hoteles, como spas, piscinas y áreas recreativas deben permanecer cerrados. El servicio a las habitaciones puede y debe permanecer disponible para los huéspedes. El apoyo administrativo para mantener en funcionamiento las operaciones esenciales del hotel es permisible. Todos los hoteles deben tomar medidas y precauciones extraordinarias para salvaguardar la salud y la seguridad de todos los huéspedes, asegurando que existan protocolos adecuados de prevención y contención. La gerencia del hotel informará a sus empleados que se debe hacer hincapié en las disposiciones de la Sección 3 de la Orden Ejecutiva.
Casinos: Permanecerán cerrados desde las 6:00 p.m. de hoy hasta el 31 de marzo de 2020.
Restaurantes: Permanecerán abiertos, pero limitados a aquellos que pueden ofrecer sus servicios a través de órdenes para recogido y entrega. Dichos restaurantes podrán ofrecer sus servicios sólo de la manera descrita anteriormente, y no se permitirán clientes dentro del mismo consumiendo. Las barras dentro de los restaurantes permanecerán cerradas.
Restaurantes dentro de hoteles: Permanecerán abiertos, pero limitados a aquellos que puedan ofrecer sus servicios a través de órdenes para recogido y entrega. Dichos restaurantes podrán ofrecer sus servicios sólo de la manera descrita anteriormente, y no se permitirán clientes dentro del mismo consumiendo. Las barras dentro de los restaurantes de los hoteles permanecerán cerradas.
Atracciones: Todas las empresas deben cerrar con la excepción de farmacias, supermercados, bancos o aquellos relacionados con la industria alimentaria o farmacéutica. Esto aplica a centros comerciales, salas de cine, salas de conciertos, casinos, barras, tiendas que vendan licor o cualquier otro lugar que facilite que se reúnan ciudadanos. Teniendo en cuenta los criterios antes mencionados, las atracciones deben permanecer cerradas.
Tours: Todas las empresas deben cerrar con la excepción de farmacias, supermercados, bancos o aquellos relacionados con la industria alimentaria o farmacéutica. Esto aplica a centros comerciales, salas de cine, salas de conciertos, casinos, barras, tiendas de licor o cualquier otro lugar que facilite que se reúnan ciudadanos. Teniendo en cuenta los criterios antes mencionados, los tours no deben operar.
Proveedores de transporte: La transportación es un servicio esencial. Los servicios de Uber y taxistas podrán operar, sujeto a las limitaciones de la Sección 3 de la Orden Ejecutiva.
Agencias de viajes: Las agencias de viajes deben permanecer cerradas. La Compañía de Turismo de Puerto Rico autoriza a los agentes de viajes a poder trabajar de forma remota hasta nuevo aviso.

Dear Industry Stakeholders,
Today, Hon. Wanda Vázquez-Garced, Governor of Puerto Rico, signed into effect Executive Order 2020-023, which seeks to contain and manage the impact of COVID-19 in Puerto Rico.

What follows is a guide on the applicability of the Executive Order on specific tourism operations.
Airports: Remain open for inbound and outbound travel. Adjustments in travel itineraries are at the discretion of each airline, in accordance with travel restrictions, as determined by the Government of the United States. Usual operations at the airport are not affected by the curfew. Passengers arriving or departing from the airports after curfew will be able to transit to and from the their respective destinations. Retail operations inside the airport will be subject to the same regulations as those in the rest of the island, allowing for only essential businesses to remain open. Restaurants and food service establishments will remain open but, limited to those that can offer their services by way of carry out or delivery. Said restaurants will be able to offer their services only in the above described manner, and will not host guests in their facilities.
Industry workforce: The Executive Order provides for employees that must transit, from their places of residence to their place of employment, after curfew to be able to do so. We strongly recommend employers provide a certification to staff whose shifts extend past curfew which may be presented to law enforcement personnel, should need be. These employees will abide by the dispositions of Section 3 of the Executive Order.
Cruise operations: The San Juan Bay is currently closed for cruise ship vessels.
Hotels: Remain open. Public areas and amenities in hotels, such as spas, pools, and recreational areas must remain closed. Room service can and should remain available for guests. Back office support to maintain essential hotel operations running are permissible. All hotels must take extraordinary measures and precautions to safeguard the health and safety of all guests, ensuring that adequate prevention and containment protocols are in place. Hotel management shall inform their employees that particular emphasis should be given to the dispositions of Section 3 of the Executive Order.
Casinos: Will remain closed from 6:00pm today until March 31, 2020.
Restaurants: Will remain open but, limited to those that can offer their services by way of drive thru, carry out, or delivery. Said restaurants will be able to offer their services only in the above described manner, and will not host guests in their facilities. Bars inside restaurants will be closed.
Restaurants inside hotels: Will remain open but, limited to those that can offer their services by way of carry out or delivery. Said restaurants will be able to offer their services only in the above described manner, and will not host guests in their facilities. Bars inside restaurants will be closed.
Attractions: All businesses should close with the exception of pharmacies, supermarkets, banks, or those related to the food or pharmaceutical industries. This applies to shopping malls, movie theaters, concert halls, casinos, bars, liquor stores, or any other place that facilitates citizens gatherings. Considering the aforementioned criteria, attractions must remain closed.
Tours: All businesses should close with the exception of pharmacies, supermarkets, banks, or those related to the food or pharmaceutical industries. This applies to shopping malls, movie theaters, concert halls, casinos, bars, liquor stores, or any other place that facilitates citizens gatherings. Considering the aforementioned criteria, tours must not operate.
Transportation providers: Transportation is an essential service. Uber and taxi drivers will be allowed to operate, subject to the limitations in Section 3 of the Executive Order.
Travel agencies: Storefront operations of travel agencies must remain closed. The Puerto Rico Tourism Company authorizes travel agents to be able to work remotely until further notice.
